Pre-Rulemaking Guidance for Measure Submitters
The Centers for Medicare & Medicaid Services (CMS) Measures Under Consideration Entry/Review Information Tool (CMS MERIT) is the online tool for submission of quality and efficiency measures for consideration by CMS Medicare programs. Measure developers or stewards use this tool to enter and submit the required measure information.
The 2025 submission period closed on May 1, 2025 for submissions for the 2025 Measures Under Consideration (MUC) List. CMS MERIT will open for 2026 candidate measure submissions in early 2026. Send any questions to MMSsupport@battelle.org.
CMS prefers fully developed measures. For more information on whether a measure is fully developed, please visit the Measure Selection page.
Please refer to the 2025 MERIT Data Template for an outline of the data fields required for 2025 submissions and the 2025 CMS MERIT Submitter’s Quick Start Guide to provide guidance on using the tool. Please note that the Data Template is reviewed and updated by CMS annually, so there may be changes for the 2026 submission cycle. Keep an eye on the MMS Hub and CMS MERIT pages for the latest version, released in early spring.
Candidate measures for the Merit-based Incentive Payment System (MIPS) are required to have a completed peer-reviewed journal article template attached to the measure record in CMS MERIT. See the Pre-Rulemaking Resources for examples of completed templates. The 2026 versions will be posted on the MMS Hub and CMS MERIT in early spring.
CMS encourages measure developers to return often to the CMS MMS Hub to see new information regarding the MUC submission cycle.
