A Measures Management System (MMS) resource guide, “Quality Measures: How They Are Developed, Used, & Maintained,” has been updated and is now available on the CMS MMS Hub. This guide was developed for anyone new to quality measurement interested in learning about processes, terminology, and ways to get involved. 

Within the guide, you will find information about: 

• Quality measures, such as types of measures (e.g., outcome, efficiency, and process measures) and the elements that make up a measure, 
• The measure development process, including the five stages of the Measure Lifecycle and the purpose of each, 
• How quality measures are evaluated, implemented, and maintained, and 
• The role measures play in improving the quality of care and reducing health care costs.
