The Partnership for Quality Measurement (PQM) Guidebook of Policies and Procedures for Pre-Rulemaking Measure Review (PRMR) and Measure Set Review (MSR) is available for public comment until 11:59 p.m. (ET) July 21. The Guidebook provides an overview of PRMR and MSR, including: 

• policies and procedures
• timelines
• measure selection and removal criteria
• committee compositions
• approach to committee engagement
