The Centers for Medicare & Medicaid Services (CMS) Measures Under Consideration Entry/Review Information Tool (CMS MERIT) is the online tool for submission of quality and efficiency measures for consideration by CMS Medicare programs. Measure developers or stewards use this tool to enter and submit the required measure information. 

The 2025 submission period is now open and will close for submissions for the 2025 Measures Under Consideration (MUC) List at 8 p.m. ET on May 1, 2025. Send any questions to MMSsupport@battelle.org.

CMS prefers fully developed measures. For more information on whether a measure is fully developed, please visit the Measure Selection section on the CMS Measures Management System (MMS) Hub.

Please refer to the 2025 MERIT Data Template for an outline of the data fields required for 2025 submissions and the 2025 CMS MERIT Submitter’s Quick Start Guide to provide guidance on using the tool. 

Candidate measures for the Merit-based Incentive Payment System (MIPS) are required to have a completed peer-reviewed journal article template (2025 Document Coming Soon) attached to the measure record in CMS MERIT. See the Pre-Rulemaking Resources for examples of completed templates.

CMS encourages measure developers to return often to the CMS MMS Hub to see new information regarding the MUC submission cycle.
